De Moor is considered to belong to the New Hague School; he initially took lessons from the painter AW van Voorden and his second cousin Pieter Cornelis de Moor, after which he went on to study at the Academy of Fine Arts and Technical Sciences in Rotterdam with the well-known painter and teacher Alexander van Maasdijk. The teacher Van Maasdijk (1856-1931) can be seen as the Rotterdam equivalent of the Amsterdammer August Allebé (1838-1927).


The artist was awarded in 1937 for his contribution to the World Exhibition in Paris with an 'honorary diploma' for his woven fabrics. As a teacher he was affiliated with the Vrije Academie in The Hague between 1946 and 1951 as a teacher of figure drawing. Until 1945 he painted mainly in a figurative style after which his work increasingly acquired an abstract (expressionist) character. In 1951 he joined the PTT as an aesthetic advisor and became the face behind the design of the company in the sixties.


De Moor was a member of the group Verve, the Hague Art Circle and Pulchri Studio in The Hague and later joined the artist group Fugare (1965-1967).
