Rotterdams schilder van landschappen, stillevens en interieurs in impressionistische trant. Zijn onderwerpen zocht Altmann bij voorkeur in waterrijke gebieden, zoals rond de Reeuwijkse- en Nieuwkoopse plassen, De Kaag en bij Kortenhoef. Later werkte hij veel op Oostvoorne, ten zuiden van Rotterdam.
